LvL of spawned NPCs will use as reference your combat rank (potentially also explore or trade if they are much higher as combat). There for sure are also other conditions, but this one was announced publicly by FDev. It have some bright and some dark sides, but it looks that they are still do balancing and updates to NPCs.
