It may not be set for "Full Control" for your User or Administrator. Update the two lines to permit full control for folder, subfolder and files. Also make sure that you are installing everything as Administrator and remember to remove the read only settings from the FL and FLMM directories.

Are still getting the same error as mentioned at the start? did you check that link. I ran into this similar problem and found that when i check the security tab that in my case, I had to provide the correct access in a couple of instances. once that was taken care of, I had no problems with install. that error that you provided is common to other applications as well and all have the same resolution.
