Hmm....If this was your first visit to Sol and Earth, and you have not gone through the Rift then they should be there. However, if you have gone through the Rift you won't be able to get the bribe, in which case, you may have to spend some time in Kandiris or Mandar killing Nomads to fix your rep with the Coalition.

Just keep in mind that killing Nomads won't do your rep with the DK's any good either!
