No, it's a 1 use pack, you use 10 crystals for 30 seconds then wait 10 minutes.

Note that you have to hold all 3 items in the cargo hold, unmounted, not 1-2 of them mounted and one in the cargo.

To use the cloak you have to type "/cloak" , you also have "/uncloak" but it's useless now as you uncloak before you got time to do that. And you can't do that in singleplayer, as you don't have the multiplayer/server's hook, the software that makes it possible, so yeah, you can't no matter you buy the pieces and got 100+ Mill money on you, they won't mount, and won't work.
