As ARROW says, more or less, Dynamic Economy is not he same as Dynamic Universe. The economy one is ON, the universe one is half on, active (as OP said) but incompleete, as teh gate in Custodian can get closed, or the rift in Sol affected by solar weather, DKs don't invade anymore, and the new options like weather that damages your shp for a day or such stuff is still Off.
