sry - looks like i forgot to answer it you need vignettes zones (mission vignettes) around the stations (not that far away) which are inside an encounter zone you will have to play with the lawful/unlawful setttings depending on which factions be presented there and finally you need to put npcs which offer missions on the stations (can be done in the mbases.ini) I dont have FL installed atm as im not at home so i can not give detailed information how the code has to look like
