I had the same problem as I play on a 1680x1050 Monitor, and when I followed the guide at ModDB it worked perfectly. The only problem I see is that it doesn't automatically take on the settings in the .ini file when you start the game. So whenever I start the game, I have to start the Single Player game (only way to "Reset" the FOV) so that it works. Otherwise my HUD is messed up because the game doesn't take on the new settings...
