Sorry, thinking about it, it looks more like a scam (very little information) - considering the amount of data needed to project this, we would have heard about the hardware used.

But Inner Core Sector is OORP and clans are RP, to my knowledge.
Building clan stuff only makes sence in your rented clan system (Outposts, Defence stations, depots...) -> Clan leader starts build and decides who can access.

Those gate has allways been oneway (Inner Core Sector to Altair Sector). So you most have found way to trigger how to go back to Phanchdar.
If it is possible, it also should be possible (in theory) to go to Inner Core Sector from Altair Sector.

Either a bug or a mega spoiler
