The server performance shouldn't be that hard problem since not all of these players have to be online at the same time.
We may could also use a modification written for the tournament instead of vanilla FL (or SWAT-Tournament mod, have to take a look at it). -

Vanilla FL server would be the best because it nobody will need to download a mod, most of players have played it already (in contrast to specific and single modifications) so this one should be the fairest solution.
