Everything seems to work now. Glad it was such a simple fix. Grappling with resolution stuff now, but I've seen some other threads here, so I can probably figure it out on my own.

Got it. I'll check out 1.31 then. Also rest assured that I was not touching my computer while CF installed. I've been reading forum posts for the last week trying to solve this issue, so I read the part where it can just hang because it's so big.
I'll update after work if it works or not.
I'm using FLMM 2.0 downloaded from here The Starport - A Freelancer Game Fansite :: Downloads and I'm on Windows 10 64bit, version 1709, OS Build 16299.611
Guys I don't know what to tell you. I've followed the instructions for installation 3 times now, and I'm still getting the same error message.
How about we start earlier. The very first problem I had is that I have to open FLMM as an admin. If I don't, I got the warning "Unable to access/creat 'HKLM\Software\Freelancer Mod Manager'! Possibly you're on a limited NT account that doesn't have permission to access HKLM?" Mine is the only account on this computer, and to the best of my knowledge should have full admin access and all privileges.
That being said, I am able to open the damn thing in admin mode and start the activation of the mod. But every time, it gets about 9/10ths done, stops (Which I've read is normal) and then throws me the warning I listed in the OP.
Another possible source is that I am installing the game from a file that I just copied the contents of the Freelancer disc onto. My computer has no disc drive, and currently, I don't have the disc on hand, but I do own a copy and the installation files came directly from that copy. During installation, I do get a warning about something being missing. I can check again to see what it is, but if I simply hit ignore, it installs the game perfectly fine. I can entirely play Freelancer (I played the entire SP campaign for the second time on a Macbook through a Wineskin and was able to start up and begin a play through on my current machine), assuming I use the NO-CD exe from Starport. I also have installed FLMM and Crossfire with that No-CD exe in the Freelancer files, and when it wasn't in the Freelancer files.
Neither of these things seem like they could possibly be causing this issue however, but as long as someone is willing to help and offer advice, I'm willing to keep working to get this to play. I've been wanting to play Crossfire for years to get more out of Freelancer, so I'm really willing to do quite a bit to solve it.
Again, see the original post for my problem. I cannot activate the mod in FLMM. FLMM opens. Freelancer Opens. Crossfire can't open, because it cannot currently be activated.

Well as wise as that advice is, it is unfortunately unhelpful since I have already installed all programs (Freelancer, FLMM, and Crossfire) appropriately and they still are not working. Unless you know for certain that the issues I'm describing are because of an incorrect installation.
I don't understand your instructions. Can you clarify them in bullet points maybe? Talk to me like I am the stupidest brick you've never met
I cannot at all I can't activate the mod. That's the problem.
Gonna be honest Marek, I have no idea what your instructions are Delete everything using CCleaner and install using a mod script as well as placing crossfire in the flmm mods directory?
So it still isn't working unfortunately. I've deleted the Freelancer folder, and the mod manager, and the crossfire mod, and reinstalled them all. Both flmm and freelancer in just in drive D: and not below any other directories. I made sure the mod manager was connected to the right directory, put crossfire inside the mods folder. Went to permissions for both flmm and freelancer and changed permissions to add full control (Both already had write permissions though) and yet, still no cigar. Exact same outcome.
In both folders properties I gave full control, and I unchecked the read-only box. However, after it failed again, I checked the properties and the thing had rechecked the box. This happens every time. I apply the changes, close the window, reopen it, and the box has been rechecked.
It does not. The one in the Crossfire folder is city_maneuvertab1cf1 and the one in the Freelancer folder is city_maneuvertab1 and neither has that underscore.
If it's a permissions problem, how do I solve it? I'm the only profile on the computer, and I'm already running FLMM in admin. Do I need to do something to the Freelancer directory, or the crossfire directory, or both in order to have write permissions?

It does. That's why I listed the file name. I've looked at the file. It is there, it just doesn't have that underscore for whatever reason that it wants it to have.
How can I make sure I have permission? I already start FLMM as an admin because it won't open otherwise. Do I need to tag the entire directory? If so, how do I do that?
It is installed there with that exact directory name. The crossfire mod appears in the mod list on FLMM and I have the option to activate it. But when I do, it gets near the end, stops, and then this error appears.
I've been dying to play this mod for years, but only recently switch from a Mac I ran Freelancer on in Crossover and couldn't run Crossfire to a PC that can actually do it. Buuuut, I can't activate the mod. Looked everywhere on this forum and elsewhere for solutions, but can find none. Any help? The error itself is a single character changer of the file city_maneuvertab1.cmp to _city_maneuvertab1.cmp with the only change being the underscore at the front. All of these .cmp files lack the underscore. Should I just change all the file names? I'm hesitant to do so without someones advice.
I'm happy to provide any assistance I can in solving this as I have always wanted to play more Freelancer past the campaign. Any help is greatly appreciated.

I'm not sure what I did exactly, but I got it to work. All I can say for sure is that I used the WMFDIST.EXE file in the REDIST folder from the disc, something I had already done. Before then, I think I had installed Directx9 into the bottle, as well as the Fraunhofer codec, but neither of those seemed to work until now. Right now in System 32 is l3codeca.acm, l3codecx.acm, l3codecx.ax.
Not sure if you folks are still trying to figure this out, but I have the exact same issue. No dialogue of any kind in space, but the slider does start the Trent Freeport 7 dialogue. I'm running an install from my old disc in Crossover on a mac, using the official no-CD EXE from the Starport website. If anyone has gotten any farther, I'd love to hear. This is the only place I've found my exact situation.
