Custodian has been opened again, and the normal access policy is
re-instated again.
This means that:
- DC and PiA are free to pass through
Custodian, going from NY to X or the other way around
- Members of other clans are
allowed to enter Custodian to pass through to X or NY as long as their lvl is below 20.

Other players are free to enter Custodian and dock with planets and the base as long as
their lvl is below 40.
Of course is access to Custodian a priveledge given by the BG,
it can be revoked or denied for legitimate reasons - for instance because we want to
practice.
