To what degree should we assess and decide that the inhabitants of the said planet is un-intelligent? Going the path of evolution, weren't we once "un-intelligent monkeys"? In the eyes of a far more advanced civilisation (should they exists), are we considered un-intelligent being in our current state? The right approach would be to come to the said planet and build a dome in which we terraform that space to suit our needs. In this way we are still able to live in the said planet, without destroying the environment and its species (whether intelligent or not), and we are able to learn more about the new planet that might aid us with new technology (medical, material, etc).
