nope, its not a bug... titans are simply hard to kill: you must shoot them till they spend all their batts and nanos... or kill them really fast so they have no time to reload
as they are really annoying, let me give you a tip: select the titan thrusters in the target window. that way there is a big chance you will disable them during the fight, and they will become much slower and easier to hit
about other npcs, all of them regen their shields after some seconds... just like your ship does, and no batteries are required for that 
It is worth noting that the targeting against Corsair Titans is a bit... off. If you shoot from directly behind the ship, for instance, your shots are liable to miss or inflict damage to expendable ship parts rather than its hull. I have found that the most effective counter is to use subtargeting. Lock onto the Titan's shield generator or nose-mounted weapons to get a more accurate fix on the target.

NPC's do seem to have unlimited nanobots and shield batteries.
They don't. After awhile they run out. From that point on they can't repair their hulls and the shield regenerates in the same way as it would for a player using the same type of shield.
