Yes, you can find SVD on the very first location, as well as VSS, LR-300 and SPAS-12, what makes you pretty much set for mid-game. You'll still have to buy ammunition though.
Bonus points: I've been listening to Within Temptation - "Somewhere" while searching for this stash.

Sniper rifle ... always liked such stuff (as did also for a few years sport using real rifles with telescope)

Yeah, the SVD is a nice gun in this game, though it's rather heavy and the ammunition is rare, hence why most players prefer VSS.
