When pirates tax a trader, that specific pirate cannot tax that trader again for 2 hours, so technically the trader can leave the route if other pirates are around. Smuggling is different since it's illegal anyway. What I suggest that some pirates use some larger ships to tax so they can sell the cargo that wasnt destroyed.
