i have seen people running around with the GR tagi know that they are moderators but don't know much else about them,could someone fill me in on what they do ect

would it be possible for anyone to become a GR?as i like rules and like enforcing them (i am in-game a merc but wanted to be police (robbers dog thoughtit would be better for the 13th))would being a GR allow me to enforce server rules and penalize people who break then i.e killing in Manhattan?also where would i sign up =P
