Download Microsoft Application Compatibility Toolkit 5.6, and run it as an administrator. Freelancer.exe cannot be read only. Create a database with a IgnoreHungAppPaint compatibility fix, a WinXPSP3VersionLie compatibility mode, and install it. I found a solution to part of the problem, and I hadn't searched earlier for it in the forum since it didn't occur to me. http://www.tertullian.org/rpearse/freelancer_windows7.htm Any time an NPC or another player's character would come into scanner range, I'd see the game pause for a beat or two. I just discovered that the game needed full permissions to the My Games/Freelancer folder. I set them, and now the game plays much smoother when NPC's come into view. Dark Ages looks much better now. I installed the mod using the Default Shaders and Modern Interface, along with granting Full Access to the My Games folder and a Compatibility Mode installation for WinXPSp2/WinXPSP2VersionLie .... I'll just say conclusively that I'm not having any power budget issues.

So I decided to tinker. I changed the Compatibility Modes to "WinXPSp3" and "WinXPSP2VersioneLie". In this case, Windows 7 is emulating a XP SP3 virtual machine, and telling Freelancer that it's operating on an XP SP2 platform. I was impressed with the results, since I shot down a number of NPC's while surrounded by flak; normally I would see the network lag symbo; that didn't show up until i was surrounded by Corsairs later.
