It's easy enough to make a char neutral with Vanilla FL factions... except Nomads, of course. As far as the CF factions... if we imagine being in this world, being in the press could be considered just as dangerous an occupation... maybe only certain individuals with a powerful enough SNN tagged character could venture into the more dangerous systems with an armed escort...
