no not automatic. If you use a somewhat-recognizable CMS, they all have human-done translations (for teh interface not your own text ofc) so don't knock 'em 'till you try 'em

What is CMSList of CMS's. See only the free/open-source ones. You need to look through all of them and find the one that suits you best.I can suggest you to check out Drupal, e107, Joomla!, Mambo, PHP-Fusion, PHP-Nuke but there are many more good CMS's -- you need to find the one which suits you best. and most of them have very active communities which provide themes, plugins, language packs etc.
