As soon windows recognizes a service (in your case the Audio service) its going to be turned on automaticly. Windows is normally only turning off any services on request, or if there is no apropriate driver installed. So Windows tries to seperate the "not working" service from others and also tries to make sure that the other services are running properly Have you tried to start windowsn in "safe mode" and deleting all audio related installations, including the drivers?
