If you're smuggling, you're commiting a crime - eg. you're a corrupt cop and you get shot/fined/whatever by the internal affairs, in this case other police clans.Any deals outside RP makes no sense if the cops selectively fine/kill smuggling crews, regardless of what licence they carry.
