I have read whole thread again and it looks imo as issue with installed video codecs. He can run launcher without probs. When click on SP or MP are launched videos (there should be swat logo short vid, then intro. Nothing from this is played so I assume codecs are culprit.

I rather think that combination win8+Norton is more that cf can handle (counting issues which these cause separate )

You have very long way before you to be able get the best equip and i not mention some special alien guns ... CF is not a mod which you can finish in a day or so (taking stuff and exploration take time and for acquire some guns you need also combat skills) (check cf wiki can help )
