In time of peace I do believe that a clan should keep their space clean. When that clan is not online, then intruders are not detected, and are imho free to roam through their system. Ofcourse other clans can asked to help a clan who want to get rid of an intruder/intruders when he/they are not able to handle it themselves. In time of war clans form alliances, to stand besides each other to fight a common enemy. No matter where that enemy is, if they are online they are a target. So I would say…
