use a save editor. that might fix it

i had the same prob once. if your not on a mission, you can add more money to level up if it doesn't fix it, then raise yourself by one level, some times there is a glitch where you wont level up in till you sell something big, (one that i encounted) or you can just start from scratch. though this is classed as cheating
