I fully agree with Gunny. Have to say, that I experienced this situation too, when some pilot took BMGs onboard and hiding in NY while SoS run. Sure, you have to say that police have at least 2 RP system - California and Colorado for chase smuglers, but what can I do (police, mercs, pirates) if suspect hiding on Manhattan or Pittsburgh?
