I had it too, I think it was that case: I was neutral ot Kusari Naval Forces, but hostile to Kusari Police, one of their allies. As I was in New Tokio, there were some Navy ships, and as some Police ships arrived, the Navy became hostile to me too, I think because fo their alliance... You really have to look to your rep window, if you want to trade.
