Merc can be hired by others. Duties that can be accepted are Assassination, Escort, System clearing, Gate/Lane patrolling, and base watching. A merc can be hired by any party on the server. Imho there isn't a big difference between a bounty hunter and a merc - i believe they are exact the same!
