you should always ask for a Tax, and kill him if he refuses to pay, or run away. you may however give some warning shot's (just to intimidate) there's also other ways, raiming a train in an asteroid field may be more persuasive then actually kill your opponent, as it will make him loose time. don't forget not to successfully tax the same player in 2 hours.
