If I may humbly offer my opinion on the matter, why not simply make NY a PvP zone like all other systems and not worry about campers there any more than the NL system. My reasoning for this is simply that every now and then Manhattan offers great trade options not to mention that NY is the central transportation hub of the universe. As far as "safe" zones are concerned, I personally only used NY for transfers because thats where you could always find someone to help. Anywhere will do for this h…
