It may be normal, as a single coalition torpedo uses 100 cargo space. So if your ship has less than 100 cargo hold you will not be able to carry any (you would need 200 cargo to hold 2, 300 for 3, etc...) Hoping this will answer your question! Off-topic: Bonjour de Valence!
