A thing I have seen in EVE New ships more related to the level of your char ie u just cant go around buying all the new ships with 10mill and level 40 or whatever it is now. ie a new player cant be going around in a Saracen within a day of joining the server unless someone has donated/given them 300mill to increase their level to 65 or whatever.
