I agree with E.D. and PCForce. If the cloak could be made to draw ship's energy, it would make more sense, and have a wider RP value. If the cargo hold is needed to hold cloak fuel, it would mostly have value as an offensive tool, to do sneak attacks. With a 5-second delay, defensive use would be limited.
