I don't think the DK and Nomad rep systems have been fixed. Dopple's right. Taking Coaliton missions against Corsairs, GMG, and Armed Forces until your rep is screwed over also results in the DK becoming neutral to you. I do not know if this effect can be duplicated for the Nomads, or if either can become friendly if the trend continues, but hostility does not seem to be a certainty at this time. I've found that the Dom'Kavash enjoy watching my capitol ships bludgeon infidel House forces to tiny bits. Thus far the only progress to be reported is that they cease aggressions whenever I'm engaged in this activity. I'll get back to you on this after another 40 missions. Maybe if they see that we're perfectly capable of killing ourselves they'll stop shooting and just watch.
