The manuvering of the NPCs does reflect the server conditions as you suspected. The more laggy or jumpy the server, the worse the NPCs will be. The calmser and smoother the server, the easier to hunt they will be. And as CA is saying, all NPCs have one single flaw in their flight pattern, no matter the faction, ship, or house/location: they will eventually fly in a straight line.
