I was having a similar problem and resolved it by adding explicit whitelist entries in my firewall software for the launcher and launcher updater. This allowed the launcher to connect to the internet and perform an update, after which the items appear in vendors properly.Of note, my firewall was not logging a block event for the launcher or updater.
