Inferno, you are mixing 2 things here. Pirates are always legitimate targets for police and military pilots. When transporting black market goods, such as government agents lists, will be stopped. It doesn't matter what kind of license the pilot in question is using at that time.

Imho the blockade is there to make sure no black market goods are traded. So if you try again, then you will be killed again. Over and over till you get the message.
