There is one button called "Free flight" in controls. You may try map this one and use it and see if it resolved your issue.

Can you please post yours ingame screenshot when you are not able move your ship?

Try please press "space" key when you undock from station or planet and check difference if you can move cursor or your ship.

Screenshots: press PrtScr key and it will make screenshot inside Documents/Pictures/Crossfire Shots folder on your PC. Turret mode is activated via "T" key I think ... it can be altered in configuration. Only combat is issue? ... must be something local, I bet it must be due flight mode switch, hmm ... are you using 1st or 3rd person view for fight? And which ship are you flying?
