The good news Alucard is that the RP around here varies quite a bit. Some take it very seriously, and others not so much. The problem with the in-place policy is that it's too restrictive. We're not even allowed to shoot at a pirate unless we hear him/her trying to tax a person over system chat. The DC will be fine in their police role as soon as they've found the right rules to get what they need to do done. (as for the screenshots, I've got over 800, so maybe there's one you're looking for somewhere in that folder ^^)
