I'm certainly not a pirate, but I've been using cargo items as barter for quite awhile already. I think it'd be great if pirates started taking loot, but they'd have to be seletive about it or they'd never make any money (Arrrrgh, hand over ye water and scrap metal or I'll blow ye brains out! :P).

I've actually never witnessed a player paying the tax, lol. There's plenty of PvP when Pirates go to work. This bartering with cargo may make players stop saying "no" as often, but there will still be plenty of people willing to fight tooth and nail to the very end
