Mercs are for hire, they can do as you wish provoding you are willing to negotiate a price. CFPD handle complaints against pirates without the addition of money. The problem there is, you get what you pay for. CFPD will handle complaints but it will have to be on their time. A Merc gets paid to do a job so they go do it. At this time i still have not recieved one complaint in game of a pirate encounter. If i do i will definately investigate (a merc can just go kill'em).
