I dont think this is going to have as big an impact as some people are concerned about. I think peoples main motivation in PVPs will always be to test their skills against another. Not to earn credits. And those pesky pirates will always be trying to tax whatever!!! I think the shell will stimulate a little extra activity and encourage ppl to try harder in PVP.
