I've seen this too Chief. After I won the allegiance of the Outcasts by attacking Planetform ships, almost all the Bretonia houses became neutral. I'd be cruising through Bretonia surrounded by "white" neutral ships, and, as I approached, they would suddently turn red and start attacking. And neutral pirates will automatically attack if you have loot they want and refuse to give it to them. It's one of the little things that adds mystery and excitement to the Freelancer/Crossfire experience.
