I didnt got inside fl protocol and most sure i wont do it, but i think you arent analizing the packets in order to know specific response delay from a player, but to get a count of the total traffic of that player so at a rate less that what would be a 56k modem for a while means kick (which ever the reason, real line speed for fl, slow or busy comp), sounds nice enought, congratulations. This a real War on Lag.
