As per today the clan base feature is activated for all server clans. Only registered server clans and only the leaders are allowed to build their own base within their territory. Right now there is no restriction to build that clan elsewhere. But it might be handly to place it in the clan territory to avoid complications with the conquest plugin which is still in development but planned to be released this year too.
