Noob Protecction HAS been : 10 hour AND below level 40 Due to an recent encounter I had with a "fresh" char (below 7 hours online time), that was taxed and killed : seems to be changed So, Noob Protection now below level 40 only (as it has been in 1.9) ?

I think he did say to make changes, but not what kind of ... However, nice to know Then : - 10 hours noob protection for the whole account (time of all chars together) ?or- noob protection ends, when one char on the account hits the 10 hours mark ?
