Seems to me what we got is a situation simular to Tennis. How they solve the tournement problem (so everyone doesnt have to fight everyone else) is to use the "Seeding" system of rating players, allowing standard "pyramid" style elimination rounds. And what the seeds do is to match higher-level players with lesser ones.... so the semi-finals and final matchs are usually the 4 or 2 best ppl (so the two top "seeds" dont have their fight in some earlier preliminary round).
