It's not about breaking police rep, it is about gaining criminal rep until they are neutral. Declining police missions will break police rep, but will not increase criminal rep (yes I tested it already). If you want to gain criminal rep, you will really need to destroy something that belongs to police/navy/lawful factions. Only declining all missions will end you up being full hostile to everybody.
