KOS is meant as in all systems all the time. This KOS need to be time limited (good for both sides ). If you close access for someone to your clan home system is someting else. If he enter, he know he is not welcomed. This not need to have any time limits.

'enforcing' may be tricky part. Sometimes is more important how are things done as a fact that they were done. But hey, nothing terrible is going on, we all still alive There was action and reaction after.
