Never try to dock when are NPCs near (escort need kill all resistance before smaller BSs - cruiser, gunboat) start to dock. When it is long time that NPCs shown, is better wait a little (cruiser in cruise) and they show for sure. Mercenaro come to Manchester/NL gate bcs I (GR char) asked him to do it to deliver requested commodities for Admin bar in Styx ... alas due this is our Bar still empty But it was special "event" working fully under RP rules so bad-luck ... hope next time we (GRs) will be more lucky (empy Bar is rly something terrible )
