Looks like what is called "grain" in solid rocket fuel. It has all the components to have a constant / violent and long term burn. If it is "grain", I hope you have life / medical insurance before you go messing with it or you have the knowledge how to use it in the right proportions. -
Well I would suggest that I MAY have some experience with explosives and so forth. But hey, what do I know.
